MEETING MINUTES
MONTEREY BOARD OF ASSESSORS
TOWN HALL, MONTEREY

                                                                Wednesday, May 3, ’06

The meeting was called to order by Bob Gauthier at 4:10 PM.  Bob Gauthier and Bob Lazzarini were in attendance.  
The minutes of 4/19/’06 were read and approved.  

OLD BUSINESS:  
1.      Jaffe “kitchen” issue was discussed.  It was decided that BL would contact Brenda Cameron at DOR for the DOR’s definition  of a kitchen.  The DOR response should be in writing.

NEW BUSINESS:
1.      Cancel our Saturday (May 6, ’06) meeting because it conflicts with the annual Town Meeting.  Linda to post notices.
2.      It was decided that we should revisit the issue of “waterfront assessment”, arrive at a consensus on the parameters that should be considered when deciding the level of assessment, and apply them to all waterfront properties.  This would mean creating a list of all properties with waterfront from the new mapping data, deciding on the deciding on the waterfront assessment for each, and applying the new assessment factors to each.  A currently used parameter is the perceived desirability of the lake, and the waterfrontage assessment for the three lakes differ:  Lake Garfield is $1900./foot; Lake Buel is $1800./foot; Stevens Pond is $1000. /foot.  BG and BL agreed that access to lakes, as with Peppermint Brook or the Canal should also carry a reduced assessment for waterfront.   It was decided to defer further discussion of these issues until SR was also present.
3.      BL will contact Patriot Properties to get details of how software calculates land values and the definitions of “Influence” and “modifier” factors
